These are guides published by renovation companies and lead-generation sites, not government statistics. Statistics Canada and CMHC track renovation spending, but not basement finishing per square foot. Treat the numbers as directional and get local quotes.
What pushes the price up
- Underpinning or bench footings to gain ceiling height: reported at $30,000-$80,000 and up. This is structural work and needs drawings and a permit.
- Waterproofing: roughly $70-$230 per linear foot from the inside, $100-$300 per linear foot if the foundation is excavated from outside.
- Egress window for a bedroom or second unit: about $3,000-$6,000 each, including cutting the foundation and the window well.
- A bathroom: $10,000-$35,000, depending on whether drains have to be cut into the slab.
- Permits and drawings: permit fees quoted between $100 and $4,500 depending on the municipality and scope; drawings $2,000-$5,000 for a second unit.
How to read a basement quote
- Ask for the price broken into framing, insulation, electrical, plumbing, drywall, flooring and finishes, rather than one lump sum.
- Check what the quote assumes about ceiling height and moisture. If the contractor has not looked at the sump, the floor drain or signs of water, the number can move later.
- Confirm who applies for the building permit and who books the inspections.
- Ask how surprises are priced. Old wiring, asbestos-containing materials and rot are found after demolition starts.
- Agree on payment stages tied to finished work, not on a large deposit.
Do you need a permit?
In most cases yes. Municipalities treat finishing a basement into living space, adding a bathroom, cutting an egress window and creating a second unit as permit work. Mississauga, for example, requires a permit to finish a basement into living space or to excavate for extra headroom, but not for damp-proofing alone. Check the rules for your own municipality before you sign.
Frequently asked questions
A written quote, a WSIB clearance certificate, liability insurance, and an ECRA/ESA licensed electrical contractor for the wiring. Our safety policy lists the full checklist.
Straightforward finishing is usually measured in weeks; underpinning, permits and a second unit push the timeline into months. Ask for a schedule in the contract.
Cost guides commonly quote a return of roughly 50-75% of the spend at resale, with a legal rental unit adding income. That is a published estimate, not a guarantee, and it depends on the local market.
